This Forum, the first ever held by the Mexican government outside of Mexico, was held to give input to Mexico's Commissioner of Immigration as his Instituto Nacional de Migración moves to fundamentally reassess the nature of Mexico's immigration law. The Mexican government is considering revising its public policies to separate from the Law on Population the provisions on immigration.
In developing a new Law on Immigration, this Forum developed new ideas about provisions for immigration and migration law, tourism, and such matters as visa requirements for various nations in Central America and other areas of the world. Mexico is especially interested in putting into place the legal basis for the coordination of U.S. and Mexico laws and policies on immigration.
One major aspect developed by James Wilkie suggested that as Mexico develops immigration law that looks outward rather than inward (as it has done in the past), the law should provide the Instituto Nacional de Migración authority to negotiate immigration matters, especially in regard to "U.S. Social Security and Withholding Taxes Retained in Washington, D.C."
