PRESIDENT'S LETTER TO PROFMEX MEMBERS
In sending to you your dues statement and enclosed publication benefits, I am pleased to bring you up-to-date on seven areas of PROFMEX activities:

La comparación entre desempeños nacionales en el amplio tránsito que tiene lugar en el mundo, es de primer importancia, mas aun en países como México, donde este tránsito supone un cambio de régimen económico. La gran diversidad de experiencias en los múltiples cambios que han tenido lugar, en las políticas aplicadas y sus resultados, ofrece la posibilidad de aprender para escoger los caminos mas viabl es, de mayor eficacia, de menores costos sociales.
Es el caso de la desestatización, ya evocada por Jim, que en México lleva mas de una década. La comparación de experiencias con países Asíaticos resulta de gran relevancia, por e l contraste tan grande en los procesos que se han emprendido y en sus resultados, y las diferencias de los medios sociales respectivos. destaca, por ejemplo, el gran peso que tiene la historia de cada País y sus estructuras culturales, en la manera de emprender la Transición a un Capitalismo mas abierto, competitivo e integrado a las relaciones mundiales, y en las potencialidades que abre y los obstáculos que enfrenta, De esta manera, contrasta la intensidad y su dirección de l a intervención estatal en la economía, y su eficacia para ayudar al cambio.
Otro tema de gran relevancia, que esperamos que se aborde en nuestra revista, es el problema de la estatización de la vida cotidiana, que tiene facetas sociales, Políticas culturales, y desde luego econ&oac ute;micas. Porque la experiencia de casi 15 años de transformaciónes en México, y de varias décadas anteriores de discusiones al respecto confirman la hipótesis de que la cultura estatista, o en un sentido mas amplio, de exagerado sometimiento y apoyo al poder, que es el sustento del estatismo, tomara mucho tiempo para modificarse.
Por ejemplo, tras las rupturas traumaticas de las estructuras ideólogicas del nacionalismo revolucionario en la d‚cada pasada, en realidad el pueblo no las abandonó si no parcialmente, e igual los estratos en el poder. una clara evidencia de ello es que el pri sigue manteniendo un amplio consenso, con todo y el avance de la oposición, pesa a la crisis y a los costos sociales que se han tenido que pagar. Aparentemente la sociedad Mexicana es profundam ente conservadora en su apego y lealtad al poder, lo que se traduce en un amplia reserva de apoyo al R‚gimen Social, y por lo mismo al r‚gimen Político. Tanto así que tal vez en las elecciones del 97 el Pri podría frenar y aun reverti r sus derrotas.
Mientras tanto en China hay disidentes, pero el PC no solo domina si no que insiste en que construye el socialismo a travez de la expanción Capitalista. Esta a la vez, muestra un desempeño notable y una age nda formidable: a). El desarrollo acelerado en las que podrían denominarse "Ciudades en Clave". B). La cohabitación intensa con Hong kong a partir de julio de 1997, al integrarse la colonia políticamente a China, pero manteniendo su e statuto económico propio. C). A mas largo plazo, la reunificación de Taiwan.
A la vez, aparentemente gran parte de la población acepta los cambios, gozan mayor consumo, y relega las discusiones políticas. En todo caso la disindencia aparece como un aislado, con pocas influencias. Por ahora de esta manera los cambios en la Economía han sido notables aun así faltan mucho para la plena apertura competitiva, pero, Que tanto ha dedicado el estatismo en las relaciones sociales, o sea como cultura? y en t&eacu te;rminos mas amplios Que tanto la cultura y la historia delimitan la forma y pauta del tránsito, por lo tanto la modalidad capitalista que resulta?.
Para cerrar esta introducción, deseo reiterar que la intención de la revista es crear un espacio amplio y plural, e invita a la discusión de estos y otros temas a autoridades de todo el mundo a colaborar mediante ensayos, artículos, notas bibliográficas
No solo sino nos complacemos en convocar a posibles editores invitados a enviar materiales para dedicar un numero de la revista a un tema específico. Tales proposiciones deberían contener un a validación del tema y los perfiles de los autores y de los artículos que comprendería el número. |

The book will be presented at the Palacio de Bellas Artes on May 28, 1997, and all PROFMEX members are invited. The book-cover statement reads:
From 1929--the year which the UNAM was granted its autonomy-- to the present, different presidential administrations have placed higher education at the center of their social policy. Nevertheless, conditions through which higher education have passed endanger its stability. This book analyzes these factors in order to suggest solutions to the crisis currently being experienced by Mexican universities. The essays collected in volume offer a panoramic view of the role that higher education plays in Mexican society and some of its contributions to economic development. 46uture perspectives are addressed in the context of North American free trade and globalization.

3. The PROFMEX Conferences in Beijing, 1996
Traveling to Beijing in October, Sylvia Ortega and I led PROFMEX Conferences held at the Institute of Latin American Studies (Chinese Academy of Social Sciences) and at the People's University of Beijing. The latter conference was co-sponsored by the Doshisha University led by Soichi Shinohara.
Mexican participants in the events included: Jesús Arroyo Alejandre and Adriana López de Arroyo (Universidad de Guadalajara), Victoria Cifuentes (UAM-A), Sergio de la Pña (UNAM), Celso Garrido Noguera (UAM-A), Oscar M. González Cuevas (UAM-A), Edmundo Jacobo Molina (UAM-A), Judith Herrera (UAM-A), Patricia Moctezuma (UABC), Alejando Mungaray (ANUIES), Jorge Sosa Pedroza (IPN).
U.S. participants included: Paul Ganster (SDSU), Ronald Hellman (CUNY), David E. Lorey (UCLA), Clint E. Smith (Stanford), and Charles J. Theisen (UCLA).
The meetings were held to introduce Chinese scholars to Mexican scholars and vice versa as their two countries move full force into APEC and compete with each other for access to the U.S. market. Japanese scholars participated to place the Japanese role of investment in and trade with both China and the USA, two of its major world partners.
4. PROFMEX-ANUIES Conferences
Given the success of having held our meetings in China, we agreed to invite the Chinese and Japanese scholars to our PROFMEX-ANUIES meeting on "Mexico and the World," which is being scheduled for October 1997. This conference will build upon our l994 Conference in Puerto Vallarta, the proceedings of which have been published as

5. U.S.-Mexican mutual recognition of NPPO sectors and my announcement about it at the Gorbachev-Fox Guanajuato World Forum, November 1996
Attached is a copy of the announcement that our PROFMEX efforts have been successful to implement the 1994 U.S.-Mexican mutual recognition of Not-For-Private-Profit Organizations. Some three dozen Mexican NPPOs have been able to register with Mexico's Treasury Department under the new provisions that carry automatic recognition by the U.S. IRS.
[The announcement appears in my front-page interview with El Universal--see ATTACHMENT C.]
With regard to expanding NPPO activity, the next steps are to establish in Mexico provisions for creating
- autonomous community foundations;
- U.S. company foundations,
the latter being enabled to deduct donations from their taxes in both countries, thus eliminating the need for U.S. corporations to send funds to the USA for donation to a U.S. foundation which then grants only a portion back to Mexico. (Needless to say this is the problem faced by the communities of Mexico which on the taxable side see their funds drained away, only a portion being returned from the "center".)
6. El Financiero benefits to PROFMEX members
We have arranged for all members to receive El Financiero Internacional on a complimentary basis for one year. The publisher has other substantial benefits available at reduced cost, as can be seen in ATTACHMENT D.
7. Central Contact Staff Change
Please note that the new Central Contact Officer is Lic. Gerónimo Martínez. He has travel extensively in the regions of Mexico and takes advantage of his travels on behalf of PROFMEX to visit his family there.
Robert Gibson, who held the position for six years, has moved to South Korea where he had lived previously and where he now teaches. He looks forward to hosting our members traveling to Seoul and can be reached by E-Mail ([email protected]) to arrange a visit.
